| Preheat oven to 375°. Line muffin pans with 18 cupcake papers; set aside. Sift flour and baking powder into a large bowl. Add the remaining ingredients and heat beat until smooth. Spoon batter into cupcake papers, half full. Bake 12 - 14 minutes or until a toothpick inserted in the center comes out clean. |
| Chocolate Frosting: |

| Put the softened butter into a bowl. Sift the powdered sugar and the cocoa over the butter. Cream together on a low speed to blend. Add vanilla and milk and beat on medium speed until the frosting is smooth. Spread on cooled cupcakes. |
